I am certain that a captain’s license is required for all watercraft used to transport people for a fee. However, just to make sure what “kind” of license is required you should visit http://www.uscg.mil/nmc.
I am trying to find out about a boating accident that I think took place in the 80s A canopy was installed on a (touring) pleasure boat to shade occupants from the sun. When the boat was loaded with elderly passengers, it tipped because the canopy had raised the center of gravity (?) Any information on this accident? Thank you!
I vaguely have a recollection of an accident on Lake George in NY. Can’t say for sure if it is the one you are referring to. You might try a search on New York newspapers or contact the NTSB.
Do you need a captains licence to take people kayaking or paddle boarding for a fee?
